It is not strictly a free or open source list, though much of it is. I prefer FOSS whenever possible and only reach for proprietary tools when the open alternatives fall short.

I have chosen to use many public domain images on my pages and articles. Often, they may seem irrelevant to the content. Do not be alarmed. I just like cool old public domain images and I don't have to worry about copyright.
